When to wear a short or long necklace?
So I have this dress for a dinner dance cruise i am going on this summer for band to Washington DC. Its like a sundress type of dress and its scoopneck. It is blue and white with flower like patterns on it in the blue color. You may have seen it in american eagle. I am wearing a dark wash denim jacket over it because it will be cool on the river. I dont know whether to wear a long necklace or a short one, because the upper part of my chest to my neck looks bare. Please help?

short: more "cutesy"and young?
long: more stylish and mature.
