I need Halloween costume designs...?
Yes, I'm aware that it's March. But I want to make my costume and it will take me a while. I'm going to be a tooth fairy, but I need the dress design to be middle-school appropriate. (no plunging necklines, no backless dresses, no mini dresses) I do NOT want a store-bought costume. I also don't want any long dresses, maybe something that hits at the mid-calf? Not too high and not too low. Also, if possible, the skirt should be a little puffy, almost like a tutu. (The colors don't matter since I will be making it on my own, all I need is the design) If anyone can just give me a link to a design that basically matches my description, that would be great. Thanks so much!

The 2nd site has a great batch of pictures; the first large photo is defintely NOT what you are asking for, but the pink one just below it has possibilities.
If you have the time, scroll down to the end-that is my favorite, the green one with the petal skirt - it looks like it could be from some special play done in a theater- so original.
On the ehow site, the suggestion is to start with a dress from a thrift store - there are some great finds and usually cost less than it would cost to buy the fabric.
Also, proms are coming up and after proms, a lot of those dresses get dumped - cuz everyone saw me in it....
And after "wedding season" in June, there are lots of bridesmaid dresses that get dumped
So, if you know of people doing proms or weddings, ask for the leftovers - you can add fabric if the necklines ar too low and if too large, they can be taken in, but a lot of the work will have been done for you.

If none of these ideas work, let me suggest, leggings with a homemade tutu -which is just layers of tulle - which goes on sale about now, cuz anyone making a wedding dress for June would be almost done by now -so this would be a great time to shop the fabric stores (JoAnns fabrics takes the coupons from AC Moore and Michaels and you can get them online - one coupon per each cut of fabric -so 10 yards of tulle would be one cut)
As for the pattern- ANY dress pattern would do. It is the fabric and the embellishments that make it special
