do you know what this sewing technique is?
If so can you tell me how to do it? or at least direct me to a good tutorial on it? i'm talking about the skirt part.

There's an underdress, a lining, shaped much like View A, but shorter: http://www.simplicity.com/p-2251-missmiss-petite-special-occasion-dresses.aspx The outer skirt is shaped more like View B, longer and fuller. Portions of the outer skirt are pulled up and tacked to the inner lining to hold the shape of the outer skirt. That skirt looks stiff enough that I suspect the fabric was fused to an interfacing before it was sewn.
