If you want to wear it & you can pull it off with confidence, then GO FOR IT! Fashion is about taking risks & dressing how you want to dress. My cousin Belle is really into the Oriental look right now & she has a dress exactly like the link you posted, only in a different color. The dress itself traces back to a specific culture, but it isn't offensive or anything to wear. I mean, you see people from other countries wearing cowboy boots. Just because a person's not from the country that the style originated from does not mean that they can't wear/pull off the look. I think the dress is cute, you should totally wear it.
